Safe Community Living Program
Our specialised program has a 63% success rate in reducing recidivism in young repeat offenders.
Every young person deserves the opportunity to break free from the justice system and build a better future. At Plan and Grow, we think both outside and after the cell—supporting young people with the tools, care and connections they need to move forward.
Our award-finalist Safe Community Living Program is a strengths-based, proactive justice initiative that works. Inspired by successful reintegration models from Norway, Canada, and New Zealand, it’s designed to help young people rebuild their lives with long-term, culturally connected support.
The only model with a high success rate, globally.

Who we support.
This incredible program is available to young people with NDIS, Hub, or District funding (all support levels eligible) who:
- Have a history of offending.
- Are currently incarcerated.
- Have recently been released.
- Are under Court Orders.
- Have participated in hospital-based justice interventions.

How we support.
Plan and Grow has joined the Department of Justice and the Department of Communities in providing a Supervised Correctional Program in the Community.
The program has been developed using evidence-based practices with key features to provide the best outcomes for children with neurodevelopmental impairment.
Our program delivers comprehensive support before and after release, including:
Safe and supportive accommodation.
Pre- and post-release transition planning.
Court advice and sentencing support.
Mental health and drug rehabilitation.
Access to mainstream and specialist services.
Ongoing support from Plan and Grow Youth Justice Officers.
Let’s break the cycle, together.
Our mission is to reduce recidivism and support young people to rejoin the community with confidence, stability and hope. Whether you're a support or service coordinator, family member or concerned friend, we're here to help make that happen.
A Plan and Grow Justice Coordinator will work collaboratively towards developing a well-planned individualised program, aiming to support the child to leave the Justice System with a new direction for living a meaningful and purposeful life.
